SOCIAL AND ECONOMIC SITUATION IN SEVEN MONTHS OF 2014

As of mid-July, the country cultivated 2,083,700 hectares of summer-autumn rice, equaling 92.5% against the last year’s same period. The early summer-autumn rice area in Mekong delta reached 564,200 hectares, equaling 71.4% from the identical period last year.

As of mid-July, provinces over the country cultivated 914,600 hectares of maize, equaling 101.5% from the similar period last year; 104,500 hectares of sweet potato, equaling 95.7%; 76,100 hectares of soybean, equaling 89.5%; 179,700 hectares of peanut, equaling 96%; 766,000 hectares of vegetables, equaling 104.1%.

The country’s estimated number of buffalos in the month reduced by around 1% from the same period in 2013; the number of oxen increased by 0.5% - 1%; the number of pigs rose slightly and the number of fowls went up by about 1%.

b. Forestry

Generally, in seven months, the newly concentrated planted forest area was estimated to reach 105,200 hectares, increased by 4.1% from the similar period last year; the number of dispersedly planted trees gained 126.5 million, fell by 1.1%; wood production achieved 3,033,900 m3, rose 8.1%; firewood production gained 17.85 million cubic meters, rose 3.2%.

Generally, in seven months, the damaged forest area was 2566 hectares, rose 83.1% from the identical period last year, of which burnt area was 2064 hectares, 133.3% increase; destroyed area was 502 hectares, down 2.8%.

c. Fishery

Generally, in seven months of this year, the total estimated fishing production achieved 3,462,400 tons, raised by 4.2% from the last year’s same period, of which there were 2,546,800 tons of fish, grew by 1.9% and  410,500 tons of shrimp, by18%.

2. Industry


Generally, Industrial Production Index (IPI) in seven months increased by 6.2% compared to that in 2013’s same period (it grew by 5.3% in the first Quarter and 6.9% in the second Quarter).  

In the general growth rate of the whole industry in seven months of this year, the manufacturing went up by 8.1% (7.4% in the first Quarter and 8.6% in the second Quarter), contributed 5.7 percentage points to the general growth rate; the power generation and supply by 11.4%, contributed 0.8 percentage points; the water supply and waste treatment by 6.5%, contributed 0.1 percentage points; only the mining and quarrying continued to have a decline of 1.7%, making the overall growth rate reduce 0.4 percentage points.  

Consumption index for the whole manufacturing in June 2014 fell by 0.2% from the previous month and jumped up by 8.9% from the same period last year. Generally, in six beginning months of 2014, consumption index of this industry rose 8.8% against the last year’s similar period (higher than the growth rate of 8.3% of the same period in 2013).

As of July 1, 2014, stock index for the entire manufacturing grew by 13.2% compared to that in 2013’s same period (higher than the growth of 8.8% of the similar period last year and 12.8% of the previous month’s same period). Stock rate for the whole manufacturing on average in six beginning months of this year was 77.2%.

Labor employed index (LEI) for industrial enterprises as of July 1, 2014 had a rise of 4.3% from the same period last year, of which the state sector increased by 1.5%; the non-state sector by 5.1% and the FDI sector by 4.9% respectively. As of above period, LEI of the mining and quarrying went up by 3.6% from the same period last year; the manufacturing by 4.5%; the power generation and supply by 3.2%; the water supply and waste treatment by 4% respectively.

3. Operation of enterprises

Generally, in seven months, the country had 42,398 enterprises registered for new establishment with the total registered capital of 262.4 trillion dong, a decrease of 7% in the number of enterprises and an increase of 17.8% in the registered capital from the same period in 2013. Average registered capital per newly established enterprise in seven months was 6.19 billion dong, rose 26.7% against 2013’s same period. The expected number of labor provided with jobs in the newly established enterprises in seven months was 629,200 persons, increased by 6.5% from the same period last year.

The process of screening and eliminating enterprises took place relatively strongly over the country. The number of enterprises having difficulty to dissolve, or register for time-limited temporary cessation of operations, or suspended businesses waiting for closing the enterprise code or without registration in seven months was 37,612, rose 9.8% from the same period in 2013. Of which there were 5610 dissolved enterprises; 6774 enterprises registering for time-limited temporary cessation of operations; 25,228 suspended enterprises waiting for closing the enterprise code or without registration. The total capital of enterprises actually having difficulty, surely having to cease operations was 219.6 trillion dong, accounted for 84.5% of the total additional capital in the period. The number of enterprises re-operated in seven months was 9428, down 6.4% from the similar period last year.

Regarding the registration of enterprises by kind of activity for the past seven months, the production and distribution of electricity, water, gas rose 16% in the number of newly established enterprises and declined 32.8% in the number of difficult/dissolved or operational ceased enterprises from the similar period in 2013; the wholesale, retail, automobiles and motorbikes service: 16.5% 5% decrease and 12.1% increase; the construction: 9.2% decrease and 9.6% increase respectively.

4. Investment


Generally, in seven months, the realized investment capital from the state budget reached 111,561 billion dong, equaling 60.2% of the yearly plan and rising 3% from 2013’s same period. Of which, the capital under central management reached 25,615 billion dong, equaling 64.8% of the annual plan and increasing 1.1%; the capital under local management achieved 85,946 billion dong, equaling 59% of the yearly plan and growing 3.6% compared to the identical period in 2013.  

FDI from the beginning of the year to July 20, 2014 attracted 889 newly licensed projects with the registered capital of US $ 6858.7 million, rose 17.7% in the number of projects and down 0.9% in the capital from the similar period in 2013. Besides, 300 times of license-granted projects from the previous years were provided with additional capital of US $ 2677.9 million. Therefore, the total registered capital of both newly and additionally financed projects reached US $ 9536.6 million, reduced by 19.9% against the same period in 2013. Estimated realized FDI capital in seven months of this year gained US $ 6.8 billion, rose 2.3% from 2013’s same period. 


In seven months, the manufacturing attracted foreign investors with the registered capital of US $ 6662.2 million, accounting for 69.9% of the total registered capital; the real estate business received US $ 1130.8 million, accounting for 11.9%; the construction achieved US $ 547.6 million, accounting for 5.7%; other industries received US $ 1196 million, taking 12.5%.

The country had 44 provinces and cities directly under the central management which received newly licensed FDI projects from 44 nations and territories.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to July 15, 2014 achieved 448.9 trillion dong, equaled 57.3% of the annual estimate, of which domestic revenues reached 302.9 trillion dong, equaled 56.2%; collecting from crude oil achieved 57.5 trillion dong, equaled 67.5%; from export-import balance 87 trillion dong, equaled 56.5%. Of home revenues, 98.3 trillion dong was from state enterprises, equaling 53.2% of the yearly estimate; 66.2 trillion dong from FDI enterprises (excluding crude oil), equaling 59.4%; 61.1 trillion dong from non-state industrial, commercial and service taxes, equaling 57%; 27.4 trillion dong from individual income tax, equaling 57.9%; 6.4 trillion dong from tax on environment protection, equaling 50.8%; and 5.8 trillion dong from other fees, equaling 55.7%.

From the beginning of the year to July 15, 2014, total government expenditures reached an estimate of 533.9 trillion dong, equaled 53% of the yearly estimate. Of which, spending for investment development achieved 85.7 trillion dong, equaled 52.6% (only capital construction reached 82.5 trillion dong, equaling 52.2%); economic and social development, national defense and security 382.7 trillion dong, equaled 54.4%; paying debts and aids 65.5 trillion dong, equaled 54.6%.

6. Trade, price and service


a. Retailed sales of consumer goods and services

In seven months of this year, total retailed sales of consumer goods, and services achieved 1654.9 trillion dong, rose 11.4% from the same period last year (if the factor of inflation were excluded, it would be 6.3%). Total retailed sales of consumer goods and services in seven months of the state economic sector gained 166.7 trillion dong, accounted for 10.1% of the total and grew by 7.8%; the non-state economic sector achieved 1431 trillion dong, took 86.5%, rose 11.3%; the FDI sector reached 57.2 trillion dong, took 3.4%, rose 26.1%. Of the total, retailed sales of goods reached 1242.2 trillion dong, accounted for 75.1% and increased by 10.1%; accommodation and catering services gained 202.1 trillion dong, accounted for 12.2% and increased by 12.8%; other services achieved 193.6 trillion dong, took 11.7% and rose 18.3%; traveling service reached 17 trillion dong, took 1% and rose 19.4%.

b. Exports - Imports


Generally, in seven months of this year, export turnovers gained an estimate of US $ 83.5 billion, grew by 14.1% from the same period in 2013. Of which the domestic economic sector achieved US $ 27.7 billion, increased by 12.2% and accounted for 33.2% of the total export turnovers; the FDI sector (including crude oil) reached US $ 55.8 billion, went up by 15%.

About the export market, as of the end of July 2014, the United States was the biggest market of Vietnam with US $ 15.8 billion, a rise of 21.9% compared to the same period in 2013. The next was the EU with US $ 15.5 billion, a rise of 13.4%; the ASEAN market reached US $ 10.8 billion, increased by 0.3%; the Chinese market gained US $ 8.6 billion, by 16.9%; the Japanese market achieved US $ 8.5 billion, by 13.2%; the South Korean market reached US $ 3.6 billion, by 1.9%.

Generally, in seven months, import turnover was estimated to reach US $ 82.2 billion, rose 11.4% from the identical period last year, of which the domestic economic sector gained US $ 36.2 billion, rose 13%; the FDI sector reached US $ 46 billion, grew by 10.3%.

About the import market in seven months of this year, China was still the largest one with an estimated turnover of US $ 23.4 billion, rose 15.3% compared to the similar period in 2013; trade deficit from the Chinese market was estimated to reach US $ 14.8 billion, rose 14.4%.

Followings were the ASEAN with US $ 13.4 billion, grew by 8.4%; the South Korea with US $ 12.3 billion, by 6.3%; Japan with US $ 6.9 billion, by 5.6%; the EU with US $ 5 billion, down 8.5%; the United States with US $ 3.7 billion, 20.3% increase.

Seven months’ trade surplus was US $ 1.26 billion, equaling 1.5% of the total export turnovers, of which the FDI sector (including crude oil) had the trade surplus of US $ 9.78 billion; the domestic economic sector had a trade deficit of US $ 8.52 billion.

c. Consumer price indexes (CPI)

July’s CPI rose 0.23% from the previous month, of which the transport grew by 0.44%; housing and construction materials by 0.43%; catering and related service by 0.26% (grain food by 0.58%; foodstuff by 0.63%); both the group of drinks, tobacco and the group of garments, hats, footgear by 0.20%; family appliances by 0.12%; medicines and health services by 0.05%; culture, entertainment and tourist by 0.04%; education by 0.03%; postal and communicational service decreased by 0.01%. Petrol price with the past two times of adjusting to raising (on June 23 and July 7) contributed 0.04% to the growth of July’s CPI.

CPI in July 2014 went up by 1.62% from December 2013 and by 4.94% from the same period last year. Average CPI in seven months of this year rose 4.80% compared to that in the same period last year.

Gold price index in July increased by 1.38% from the previous month, by 2.66% from December 2013 and reduced by 2.42% from the same period last year. US dollar price index in July jumped up by 0.36% from the previous month, by 0.68% from December 2013 and by 0.25% from the last year’s similar period.

d. Carriage of passengers and cargos

Passenger carriage in seven months was estimated to reach 1766.9 million arrivals, raised by 6.7% and 80.6 billion passengers-kilometers, by 6.6% from the same period in 2013. Of which central transport reached 19.8 million passengers, increased by 4% and 19.8 billion passengers-kilometers, by 5.3%; local transport gained 1747.1 million passengers, by 6.7% and 60.8 billion passengers-kilometers, by 7.1%. Seven months’ estimated passenger transport by road achieved 1656.8 million passengers, grew by 6.8% and 59.1 billion passengers-kilometers, by 7.1% from the same period last year; transport by air reached 10.7 million passengers, by 7.6% and 16.5 billion passengers-kilometers, by 6.3%; transport by rail gained 7.4 million passengers, down 1% and 2.7 billion passengers-kilometers, rose 0.8%; transport by sea gained 3.2 million passengers,  4.2% increase and 144.7 million passengers-kilometers,  2.4% increase.

Seven months’ cargo carriage reached an estimate of 603.7 million tons, rose 4.8% and 127.3 billion tons-kilometers, rose 2.8% from the last year’ same period. Of which the domestic transport gained 586.4 million tons, increased by 5.1% and 59 billion tons-kilometers, by 3.7%; overseas transport reached 17.3 million tons, decreased by 4.3% and 68.3 billion tons-kilometers, grew by 2%. Cargo transport by road obtained 461.4 million tons, increased by 6.2% and 26.3 billion tons-kilometers, by 4.3%; river: 105.8 million tons, by 2.5% and 22.5 billion tons-kilometers, by 2.9%; sea: 32.2 million tons, down 5.3% and 75.8 billion tons-kilometers, rose 2.2%; rail: 4.1 million tons, 7.2% increase and 2.4 billion tons-kilometers, 8.2% increase.

e. International visitors to Viet Nam

Estimated number of international visitors to Viet Nam in seven months of this year reached 4852.6 thousand arrivals, grew by 15.6% from the last year’ same period. Of which, 2929.6 thousand arrivals came for tourist purposes, 13.9% growth; 836,400 arrivals came for visiting relatives, 19.5% growth; 815,800 came for business purposes, a rise of 16.1%. There were 3871.7 thousand arrivals coming by air, a rise of 15.1% from the same period in 2013; 938,300 arrivals coming by road, 35% increase and 42,600 arrivals coming by sea, 69.4% decrease.  

In seven months, the number of visitors from almost nations and territories to Vietnam rose compared to the same period last year, of which visitors from China were 1258.3 thousand, grew by 26% (by 29.2% in the same period last year); South Korea: 462,100, by 5.2%; Japan: 362,500, by 6.9%; the United States: 285,200, by 5.9%; Taiwan: 246,200, by 8.1%; Cambodia: 229,300, by 23%; Russia: 216,500, by 27%; Australia: 201,000, by 4.8%; Malaysia: 199,000, by 5%; Thailand: 162,700, by 7.2%; France: 132,200, by 5.8%; the United Kingdom: 124,400, by 17.9%; Singapore: 111,800, by 5.5%.

7. Social issues

a. Farmers’ food shortage

In July, the country had 9,600 households suffering from food shortage, reduced by 58.2% from the previous month, corresponding with 41,000 hunger persons, down 57.7%. Compared to the same period in 2013, the number of hunger households declined by 67.3%; the number of hunger persons by 67.2%. To overcome the problem, from the beginning of the year, all administrative levels, sectors and localities provided difficult families with 19,700 tons of food and 19.7 billion dong; only in July, nearly 700 tons of food.

b. Epidemic diseases and food poisoning

Generally, in seven months, the country had 33,500 cases of measles suspected of roseola infantum (as of July 17, 2014), of which there were 5,700 positive cases of measles (147 died); 38,200 cases of hand, foot, mouth disease; 12,900 cases of hemorrhagic fever (8 died); 174 cases of typhoid; 455 cases of virus encephalitis (7 died); 18 cases of meningococcal disease (3 died); two cases died of A (H5N1) flu.

More 613 HIV-infected cases were found in the month, bringing the number of living HIV-infected persons over the country as of July 17, 2014 to 218,800, of which 68,900 cases turned to AIDS. The number of persons died of AIDS over the country as of above period was 72,300.

From the beginning of the year, the country had 76 serious cases of food poisoning, infecting 2,600 persons, of which 18 cases died.

c. Traffic accidents

Generally, the country in seven months of this year had 6140 cases of the traffic accidents and 8597 cases of traffic crashing, killing 5388 persons, injuring 3290 persons and slightly injuring 10470 others. In comparison with the same period in 2013, cases of the traffic accidents decreased by 4.3%; cases of traffic crashing slowed down 20.2%; the death fell by 4.4%; the injured persons reduced by 16.6%; slightly injured persons declined by 20.7%. On average, each day in seven months the country had 29 cases of traffic accident and 41 cases of traffic crashing, killing 25 persons and injuring 16 persons and injuring somewhat 49 others.

d. Damage by natural calamity

Generally, in seven months of this year, natural calamity made 83 persons died and lost; 120 persons injured; nearly 500 houses collapsed, swept away and 33,400 houses blown off, flooded; 21,600 ha of rice and 22,400 ha of vegetables flooded and damaged. The total value of damage caused by the disaster from the beginning of the year up to now was estimated 772 billion dong.    

e. Fire and explosion, environment protection

Generally, in seven months of this year, the country had 1600 cases of fire and explosion, killing 73 persons and injuring 115 others.

Damage by fire and explosion was at an estimate of about 383.3 billion dong.

Generally, the country in seven months found 3900 cases of violating regulations of environment protection, of which 2500 cases were treated with total fine of 467 billion dong.
